MSCS Ad Hoc Facilities Committee

This ad hoc committee is designed to bring together diverse perspectives and expertise to develop a comprehensive facilities plan for Memphis-Shelby County Schools.

The proposed members represent key areas vital to the success of such an initiative, including:

Governance & Policy:
School Board, State, City, and County elected officials.

Planning & Development:
Experts in urban planning, housing, and community development.

Community & Advocacy:
Parent and student representatives, community development leaders, and faith-based organizations.

Business & Healthcare:
Leaders from the local business and healthcare sectors.

Education & Arts:
Representatives from charter schools and the arts community.

Sustainability:
Expertise in environmental initiatives and sustainable practices for schools.

Real Estate & Development:
Professionals with commercial real estate, legal, and development backgrounds.

Philanthropy:
Representatives from local philanthropic organizations.

Committee Members

Kevin Woods is a longtime former Memphis-Shelby County Schools Board Member who represented District 4 (East Memphis/Hickory Hill) from 2011 to 2024. He is the Memphis market president of BlueCross BlueShield of Tennessee.

Sen. Raumesh Akbari has been a member of the Tennessee Senate for the 29th District since 2019 and formerly served in the Tennessee House of Representatives for the 91st District. She is the 2nd Vice Chair of the Senate Education Committee.

Rep. Mark White has been a member of the Tennessee House of Representatives for the 83rd District since 2010. He is the Chair of the House Education Committee.

Miska Clay-Bibbs is a former Memphis-Shelby County Schools Board Member who represented District 7 (South Memphis) from 2014 to 2022. She has served as a Shelby County Commissioner since September 2022 and was Chair from 2023 to 2024.

John Zeanah, AICP, leads the City of Memphis’ Development and Infrastructure, overseeing Planning and Development (DPD), Engineering, Housing and Community Development (HCD), Public Works, and key community and economic development agencies. He was appointed to the committee by Mayor Paul Young.

Reginald Milton, elected to the Shelby County Board of Commissioners in August 2014, represents the new District 10 (Central Gardens, Chickasaw Gardens, Cooper-Young, Midtown, Orange Mound, Overton Square, South Memphis). He is the Founder and CEO of the South Memphis Alliance and was appointed to the committee by Mayor Lee Harris.

Rhonda Logan was elected to the Memphis City Council on Nov. 14, 2019, and re-elected in 2023. Councilwoman Logan serves as the Director of Operations for Breath of Life Christian Center and previously was the Executive Director of the Raleigh Community Development Corporation.

Nidia Logan-Robinson, MPA, is the Deputy Director of the Memphis and Shelby County Division of Planning and Development Urban Planning/Development. She also serves as an Adjust Instructor of Public and Nonprofit Administration at the University of Memphis.

Charlie Santo is an Associate Professor at the University of Memphis and Chair of the Department of City & Regional Planning, where he has been teaching since 2005.

Roblin Webb is the Founder and Chief Executive Officer of Freedom Prep Charter Schools. She has more than 18 years of experience designing, scaling, and leading high-performing charter schools in underserved communities.

Dr. Stacy L. Spencer is the Chief Apostolic Officer and Senior Pastor of New Direction Christian Church and the President of the Power Center Community Development Corporation, which promotes inclusive community development and ensures fair access to housing, healthcare, education, and economic opportunities for Hickory Hill and neighboring areas.

Ernest D. Strickland is the President and CEO of the Black Chamber of Memphis and previously served as Senior Vice President of Workforce Development for the Greater Memphis Chamber.

Cato Johnson is the Chief of Staff, Public Policy and Regulatory Affairs for Methodist Le Bonheur Healthcare and provides leadership in Public Policy and Regulatory Affairs, a role he has held at Methodist Healthcare since 1985.

Liz Marable is the President of the United Education Association of Shelby County. She began her career in education in 1983 with the Memphis City Schools teaching high school mathematics and coaching girls sports.

Rasheedah Jones founded DreamTeam Realty in 2010 and is the Managing Director of the Black Coalition for Housing. She also serves on the boards of the Community Redevelopment Agency and BLDG Memphis.

Rychetta Watkins is the Interim President and CEO of the Memphis Music Initiative, where she previously served as Vice President, Grantmaking and Capacity Building.

Janet Boscarino is the Director of Strategy and Development at Clean Memphis, which she founded in 2008 to foster a cleaner and greener Memphis.

Cardell Orrin is the Tennessee Executive Director of Stand for Children, a nonprofit that works with parents, educators, and community members to advocate for education policies focused on ensuring students graduate from high school prepared for, and with access to, a college education or career training.

Brandon Ingram is the CEO of Renaissance Service Group, which provides sourcing solutions for the construction, healthcare, and education industries, and the Vice President and an Affiliate Broker at Universal Commercial, a commercial real estate and consulting firm.

Tom Marino is the Executive Director at the Poplar Foundation, a nonprofit foundation established in 1994 that provides funding for youth services and education.

B. Sutton Mora is the Executive Vice President and COO of the Community Foundation of Greater Memphis, which manages 1,200 charitable funds, established by individuals, families, and organizations.

Vanecia Kimbrow is a Corporate Attorney at the Law Office of Vanecia Belser Kimbrow and serves as Secretary of the Shelby County Election Commission.

Roshun Austin is the President and CEO of The Works, Inc., and has centered her work on community development for several decades. She also serves on the Board of Directors of the Mid-South Food Bank.

Arriell Gipson Martin is the Senior Project Manager for the Connector pilot project in the Shelby County Government Division of Community Services. She co-founded the Hope and Healing Collaborative and was recently appointed by Mayor Paul Young to serve on the inaugural Mayor’s Young Professionals Advisory Committee (MYPAC)

Robert “Bobby” S. White, II is the Chief Public Policy Officer for the Greater Memphis Chamber. He is the Founder and President of Concretize Strategies, LLC. He previously served in leadership roles for the Mayor’s Office with both Shelby County Government and the City of Memphis.

Elmer Moore is an Associate Appraiser with Shelby County Assessor Planning and Development.
